NWT Tax Facts for Owner-Managers

What your corporation pays

GNWT Finance sets a 2% rate on a Canadian-controlled private corporation’s first $500,000 of active business income. Add the 9% federal rate and that slice is taxed at 11%. Profit past $500,000 moves to the NWT general rate of 11.5%, or 26.5% with the 15% federal rate, so where you draw the line between keeping profit in the company and paying it out matters most for companies near that threshold.

What you pay when you take money out

The NWT’s 2026 personal brackets run from 5.9% (up to $53,003) to 14.05%, and the top NWT rate starts much lower than in Yukon: at $172,346. Federal tax of 14% to 33% sits on top. An owner drawing a large salary reaches the top NWT bracket quickly, which is why we model salary against dividends before each year end.

Sales tax on your invoices

GST at 5% is the only sales tax on an NWT sale; there is no territorial PST or HST. Registration becomes compulsory when taxable sales top $30,000, either within one calendar quarter or across the last four. Work for a customer whose place of supply is an HST province is billed at that province’s rate, such as 13% in Ontario or 14% in Nova Scotia.

NWT Payroll Tax: What Employers Must Do

Unlike payroll taxes elsewhere that employers pay, NWT payroll tax is levied on employees. It is 2% of employment income earned working in the NWT, including bonuses, taxable benefits and allowances, vacation travel assistance and employer RRSP contributions. The employer withholds it and remits it to the GNWT, not to the CRA.

  • Who it covers: everyone who works in the NWT, wherever they live. Fly-in workers from Alberta or elsewhere pay it on their NWT earnings.
  • Register: within 21 days after you first pay an employee, if you have a fixed place of business in the NWT.
  • Reporting period: monthly if payroll is above $1,000,000, quarterly from $600,000 to $1,000,000, semi-annually from $200,000 to $600,000, annually at $200,000 or less. Seasonal employers report monthly during their season.
  • Deadlines: each remittance return by the 20th of the month after the period, even with nothing to remit; the annual return by 28 February.
  • Penalties: 10% of the tax not collected or not remitted, 20% for a repeat within 12 months, and $250 for failing to register when asked.

Source: GNWT Finance, payroll tax for employees; GNWT Finance, payroll tax for employers, checked 10 October 2026.

We set this up in your payroll so the 2% shows on every pay stub, and we file the remittance and annual returns with the rest of your payroll work.

NWT Programs and Northern Deductions

  • SEED (Support for Entrepreneurs and Economic Development). The GNWT Department of Industry, Tourism and Investment lists funding as still available under seven schedules: Entrepreneur Support, Sector Support, Community Economic Development, Micro Business, Business Intelligence and Networking, Strategic Investments and Prospecting Support. You apply on the 2026 application form through your ITI regional office, and each schedule has its own eligibility rules. We can prepare the financial statements an application asks for.
  • Northern residents deductions. The Income Tax Regulations place the entire territory in the northern zone, so NWT residents use the Zone A figures on line 25500: $11 per day once you have lived there six months in a row, and a second $11 per day for the household member who maintained the home. Trips out of the territory can also be deducted: two non-medical trips a year per traveller plus any medical trips, based on an employer’s taxable travel benefit or a $1,200 standard amount per person.

What the NWT Economy Means for Your Books

Public administration is the NWT’s largest industry: $928.5 million of the territory’s $3,987.6 million GDP in 2025 (chained 2017 dollars). Mining, and oil and gas extraction came to $542.9 million, down 8.7%, followed by real estate ($454.9 million), construction ($289.2 million, down 9.5%) and transportation and warehousing ($275.4 million). The NWT was the only province or territory where GDP fell in 2025, and mining was the largest drag.

This is what we set up in practice for NWT owner-managers:

  • Rotational and fly-in crews: payroll that applies NWT payroll tax to NWT earnings, travel benefits reported correctly, and camp and travel costs coded by job.
  • Suppliers to mines: receivables reviewed every month while mining output is falling, so a slow-paying customer shows up early.
  • Public sector and construction work: with government the territory’s biggest buyer and construction shrinking, we keep each contract’s billings, holdbacks and costs on its own job so margins and GST stay clear.
  • Seasonal work: payroll and cash flow planned around the season, including the monthly payroll tax reporting that seasonal employers file in season.

How We Work with NWT Businesses from Calgary

Our only office is in Calgary; nobody from our team is based in the NWT. Clients in Yellowknife, Hay River, Inuvik and smaller communities work with us entirely online, in this order:

  1. Start with the intake form. It asks about your business in roughly two minutes and lets you pick a time for a free call.
  2. Agree the scope. After the call you get a written proposal; once you accept it, a kickoff call sets dates and the access we need.
  3. Send records online. Bank statements, receipts and timesheets go through our secure client portal, so nothing has to be posted.
  4. Each month. Books kept in cloud accounting software and reconciled, GST returns filed, and the NWT payroll tax remittance prepared for your reporting period.
  5. After year end. A CPA checks the file before the T2, the owners’ T1 returns, T4 slips and the NWT payroll tax annual return go out.

Frequently Asked Questions

What is the small business tax rate in the Northwest Territories?

It is 2%. GNWT Finance applies it to a Canadian-controlled private corporation’s first $500,000 of active business income, and with the 9% federal rate the total is 11%. Above that threshold the NWT general rate of 11.5% applies, 26.5% once the 15% federal rate is added.

Yes. NWT payroll tax is 2% of employment income earned working in the NWT, and employers withhold it from pay and remit it to the GNWT. It applies to everyone who works in the NWT, including workers who live in another province, and an employer with a fixed place of business in the NWT must register within 21 days of first paying an employee.

Your reporting period depends on your total payroll: monthly above $1,000,000, quarterly from $600,000 to $1,000,000, semi-annually from $200,000 to $600,000, and annually at $200,000 or less. Each remittance return is due by the 20th of the month after the period, even with nothing to remit, and the annual return is due 28 February.

Neither. The CRA rate table lists the NWT at 5% GST with 0% provincial tax, so GST is the only sales tax on an NWT sale. The exception is a sale whose place of supply falls in an HST province: a Yellowknife firm billing work supplied in Nova Scotia, for example, charges the HST rate there.

Yes. Section 7303.1 of the Income Tax Regulations puts the whole of the NWT in the northern zone, so after six months in a row of living there you qualify for the full Zone A amounts. That is $11 per day, and another $11 per day for the one person in the household who maintained the home.
